As far as I know it works for all WB users. It probably does not work with a Dish Network customer number, but it might if Dish network customers use their primary email address.

The address is not pingable but you should be able to do a trace route that fails on the last hop. I am mystified about why the AT&T FAP server does not return results for you.
When I test it, AT&T's FAP server returns: Code:

Presumably the thing admintool contacts to get a fresh number and not the thing that returns the numbers it's been collecting. The kludge I have now generates all the load of inquiring from the secret server plus the load needed to spew all my personal details (password, address, coordinates, installer's thoughts) across the internet.
